From the order of the Ministry of Education and Science on 21 October, 2009 N 442 "On approval of the reception of citizens in having a state-accredited educational institution of higher education" (Amendments on January 18, May 11, 2010)

20. In order to familiarize an applicant or his parents (the legal representatives of an applicant) with the charter of educational institutions licensed to conduct educational activities with a certificate of state accreditation of the university for each of the areas of training (specialty), entitling them to grant a state approved high vocational education, basic educational programs of higher education, institution of higher education are implemented and other documents governing the organization of educational process and the work of the acceptance committee, a higher educational institution must place these documents on its website.

21. Up to the beginning acceptance of documents the higher educational establishment acceptance committee announces as follows:

21.1. Not later than February 1
list of training areas (majors), in which higher education calls for applications in accordance with a license to conduct educational activities;
annual rules for admission to higher education;
list of entrance examinations in general subjects for each area of training (specialty) in accordance with the list of entrance examinations to higher education approved by the Ministry of Education and Science of the Russian Federation * (10); list and the form of additional entrance examinations sectional orientation, their programs, their rules of conduct (if the right to conduct additional entrance test profile in the direction corresponding to the direction of training (specialty);
list and the form of entrance examinations for people with higher professional education;
list and the form of entrance examinations for graduate training programs and certification tests - on the second and subsequent courses;
list and the form of entrance examinations for applicants with secondary vocational education, for training on the undergraduate program reduced the profile or abbreviated training programs, sold at levels of higher education corresponding profile;
form of entrance examinations for citizens:

• have secondary (complete) general education received up to January 1, 2009;
• with secondary professional education '(1) - at the acceptance for training or undergraduate training program appropriate profile;
• have secondary (complete) general education received in the educational institutions of foreign states.

If the persons entitled to receive the results of entrance test conducted by the university itself, the results of the USE in the relevant subjects of general education university takes into account the results of the exam as the results of entrance examinations on such general subjects;
program entrance tests conducted by the university itself, and the rules of their conduct;
the possibility of putting additional entrance tests coming in the official language of the Russian Federation on whose territory the institution is located;
opportunity for acceptance of applications and documents required under this Order, in digital form;
features of entrance examinations for people with disabilities;
information on the timing of the exam, set by the Federal Service for Supervision in Education and Science, to pass exam, without the results of the USE.

21.2. Not later than June 1:
total number of seats for admission to first year for each area of training (specialty);
number of budget places to receive the first course in each area of training (specialty);
number of budget seats allocated to the target in each area receiving training (specialty);
number of seats allocated for admission to first year of teaching at undergraduate short program the profile or abbreviated training programs, sold at levels of higher education corresponding profile;
number of seats in each direction of training (specialty) under contracts with the payment of tuition fees (if any);
organization of the reception in areas of training (specialty), groups of training areas (majors), by faculty or university as a whole '(11) provided matches the entrance tests, together or separately on the budget places and places of agreements with payment of tuition fees;
benefits provided to winners of competitions at various levels of schoolchildren conducted in accordance with the Order of the Olympiad;
rules for filing appeals and the results of additional entrance tests, admission tests, carried out on their own university, and certification tests;
information on availability of hostel (s) and number of beds in dorms for incoming non-resident;
sample contract for those entering the place under contracts with the payment of tuition fees;
number of budget seats allocated to receive the training program graduate.

21.3. Not later than 20 June:
the results of the exam, entrance tests conducted by the university itself, confirming the successful completion of entrance examinations in general subjects included in the list of entrance tests for each major educational program of higher education (for those entering the budgetary places, and for persons entering the field from payment of tuition fees);
dates of admission tests for graduate training programs and certification tests on the second and subsequent courses;
low number of vacant seats for admission to the second and subsequent courses, funded by the appropriate budget for each area of training (specialty).

The Acceptance Committee is obliged to provide admissions, personally applied for admission and not having the results of the exam, information on the location registration to sit for exam in additional terms of the exam in the subject of the Russian Federation on the location of the university.

* (1) Except for citizens:

• with secondary vocational education - while taking on an abbreviated training program, the profile or bachelor's abbreviated training programs, sold at levels of higher education, the appropriate profile;
• with higher professional education '(2) - at the reception for undergraduate training, training program or programs of the Judiciary;
• with higher professional education, supported by assigning a person qualified "graduate" - at the reception for graduate training program * (3).

* (2) Getting an education on the following educational programs of higher education is seen as getting a second higher education:
for undergraduate or specialist training programs - persons who have a bachelor's degree, diploma, master's degree; Master's program - persons who have a diploma, a master's degree.

* (3) Getting an education in educational programs of higher education in graduate programs are not considered getting a second higher education who obtained the documents the state of higher professional education confirmed by being awarded the qualification "graduate."
